GhClient: Add delay between the Dial up and Socket connection

Issue:

After the Dial up connection has succeeded, wait a delay (new field in ghclient.ini) before calling ConnectSocket

To add a delay between the dial-up connection and the socket connection, add the following configuration key and value in the Diagnostic section of the GhClient.ini  file under the C:\Posera\CCM\Data directory:

DelayAfterDialUp=S

where S is the wait delay in seconds.
