When selling a gift card (Mercury) if the credit card is declined it does not hold the transaction to select another media (similar to fast food wait for confirmation) and activates the balance on the card anyway.

Fix Sale of Gift Certificate with Mercury Payment Systems to offer other media types after a credit card is declined and not increase the balance on the gift certificate until that other payment is accepted.
