Separate Quantity on qty item does not work if only one order line in the order

Issue:

European Operations - When using the SeparateQuantity=True command in misc of the Bo.ini to allow the application of item/discount on some/all the compiled items, it does not work if the order only have qty item lines. you must have a least a single item line on which the item/division discount can be applied on to make it work.

Resolution Notes:

Fix Separate Quantity option to work with SeparateQuantity=True in the Bo.ini to apply on item/discount on all the compiled items even if the order has no line with a quantity of 1.  

Note: Both European Operation and VAT Calculation options must be enabled in P.O.S. Control / View / Options / Configuration / Option
