Issue:

Multiple items and one is lower then the discount will remove portion of the discount on another item.

Resolution Notes:

Fix Item by Division with Fixed Amount set to multiple not to apply more then an individual items value if that item is worth less then the fixed amount, but another applicable item is worth more.
