Using third language menu bar in the report center is not accurate.

Issue:

When a third language is used as secondary language, the Report Center page included 2 Report menus on its menu bar. The 3rd language reports are not available with the right report menu.

This will be complicated for new market integration like Quick is currently doing for Russia and Spain.
